Prosecutors Association of Serbia is hosting 3rd Global conference for prosecutors association in Belgrade from May 25-28. Topic of the conference is Accountability and Ethical standards in prosecution.

The main goal of the 3rd Global Forum for Associations of Prosecutors is to identify how Associations of Prosecutors can contribute most effectively to the strengthening of prosecutors’ accountability and the implementation of ethical standards of prosecution.

Conference is dedicated to the discussion of experience related to the Accountability and Ethical standards and role of Prosecutors Associations in promoting these values. We believe that this 3rd Global Forum is very important event for the future discussion of prosecutors association role. We also plan to prepare model principles of prosecutors accountability which will present practical outcome of the conference and will show that IAP and all of us are dedicated to this topic.

About conference:

Prosecutorial independence and accountability are sometimes seen as competing values, however, they are complementary. Public prosecutors should be able to perform their professional duties without undue interference and states should protect them from such interference. At the same time, public prosecutors should be accountable for their activities. This follows among others from the UN Guidelines on the Role of Prosecutors, the IAP Standards. Prosecutors must be accountable to the law, to the judiciary, and to the organizations they work with. Perhaps most importantly, prosecutors are accountable to the public, ensuring that the power bestowed upon them serves the public interest. Prosecutors’ Associations play a pivotal role to these ends.

The implementation of ethical standards has the potential of strengthening public confidence and accountability and the potential of promoting a better understanding of the roles prosecutors have in society. Associations of Prosecutors can play a leading role in this endeavour.

The conference will allow exchange of practice and experiences from other countries regarding the prosecutors accountability. It is planned to have 8 topics that are related to the accountability and ethical standards. The agenda contains plenary sessions and two workshops each day, which will allow work in smaller groups. Each session will have chairmen who will be responsible for discussion and each workshops will have rapporteurs for taking notes of discussions.

The main goal of the Conference is to identify how Association of Prosecutors can contribute most effectively to the strengthening of prosecutors accountability and the implementation of ethical standards of prosecution.

Conference target group:

The conference target group is primarily representatives of prosecutors’ associations from all over the world. The prosecutors’ association is type of professional organization that exist in different legal systems. Typically, the associations primarily goal is protection of independence and unbiased approach of judicial professions. Additionally, the associations contribute to the reputation of holders of judicial function, thus is relevant to discuss how prosecutors’ association could contribute to strengthening of accountability and enforcement of ethical standards. Beside prosecutors association we welcome prosecutors from countries that are planning to establish prosecutors’ association.

The number of participants is limited to 100, hence places will be allocated on a “first-come, first-served” basis. You are therefore encouraged to register early to avoid any disappointments.
