Duration of the project: 12 months (December 2013 – November 2014.)
Association of Public Prosecutors and Deputy Public Prosecutors of Serbia in cooperation with Serbian Association of Certified Internal Public Auditors is implementing the project “For introduction of accountability, efficiency and transparency in prosecutors offices – citizens support in establishment of internal financial management and control (FMC) system”.
Project directly contributes to objective and specific goals, in strengthening activism of civil society and contribution in process of decisions making in rule of law area and in responsibility of judiciary in Serbia.
Project also contributes in forming of capable and efficient network of civil society which will be able to deal with corruption, establishing it’s methods through following and analyzing work of the prosecutor offices in Serbia.
The way and developed methodology to accomplish this goals is through building efficient civil society which will be capable to give a visibility to citizens, establish following indicators, implement monitoring of work in prosecutors offices in order to reduce corruption, implement quality and independent analysis, create reports, define preposition and strategic documents and law amendments and lead in process of decision making.
The aim is to harmonise civil society and judiciary sector in rule of law area with standards and norms of EU. Team focus of network is judiciary reform, more precisely establishing transparent, efficient and responsible judiciary.
The project is implementing on two levels:
The first, basic level is directed on forming the methodology of following process and on indicative judiciary reform.
The second level, which is the main focus of this project is directed on capacites building of civil society as a active participant in future reforms, policy development and process of decission making.
Objective goal is:
Partnership in order to establish responsability of prosecutors, efficiancy and transparency in everyday work in order to prevent corruption and build consistency of work procedures.
Specific goals are:
- to increase the level of knowledge of NGOs in prosecutor’office work area;
- to improve the institutional mechanism of Serbian Association of Certified Internal Public Auditors for active participation role in process of decision making regarding of prosecution reform in Serbia;
- to contribute in establishing of establishment of internal financial management and control (FMC) system in Public Prosecutors offices;
- to define and import unique methodology for monitoring of carrying out financial management and control (FMC) system in Public Prosecutors offices;
- to improve the awareness of importance of carrying out financial management and control (FMC) system in Public Prosecutors offices, as efficient resource for dealing against corruption.
The project will be carry out by phases. After preliminary phase and program development through the phases, promotional activities will follow (maintaining and production of 4 TV debates, making, printing and distribution of promotional material which will be available to broader public access in order to improve general level of consciousness, portal on web page of PAS, which will be updating through the whole project).
